IPS stands for the
Indian Police services.In order to join this service ,you need to clear the Civil services examinations conducted by the UPSC.

There are some eligibility criteria for the UPSC Civil services examinations:

First of all explaining your query:

The minimum age required to be eligible for this service is 21 years and the upper age limit is totally dependent upon the category to which you belong:

General:30 years

OBC:33 years

SC/ST: 35 years.

Now coming to educational qualifications,it is same for all category that is bachelor's degree in any discipline from a recognized university.Candidates who are also in final can give this exam.

You must be an Indian citizen

In case of no of attempts ,general get four chances whereas obc have seven opportunities,sc/st can attempt all the examinations that are conducted within their age limit.

This examinations has three stages:

First one is the preliminary exam ,second is main examination,after clearing both you will be eligible to give personal interview.
